Will MOBILITY FEEs replace Hillsborough County IMPACT FEES?

Per a Florida State law passed in 2009 (SB-360) Hillsborough County is considering a MOBILITY FEE

Buried in the law is a requirement for local government to consider having builders and developers pay for the impact to public roads and transportation brought on by development.  This sounds reasonable enough in it’s simplest form, doesn’t it?

Please understand that since 1985, builders and ultimately Property & Home Owners are already paying impact fees which are supposed to offset the “IMPACT” to public roads and services that any new construction may bring.  It is a fee that has been tacked onto nearly every building built in Hillsborough County.  Also be aware that these proposed Mobility Fees may or MAY NOT replace our current Impact Fees.  They may be an ADDITIONAL FEE.

Now we (our county government) are considering a mobility fee based upon one of several methods of calculation.  The general thought is to base the fee upon the distance occupants of the new constructions will be traveling. 

The state has paid CUTR (Center for Urban Transportation Research at the University of South Florida) $216,000 to study the fees. It produced a report that identified two ways to charge a mobility fee, one of which Hillsborough County planners were already considering.  One option charges developers not for the amount of traffic a project creates, but for the average length of trips taken by those who would live, work or shop at new projects.

Under a new fee system being considered by county growth management officials, a house in Lutz would be charged a “mobility fee” that is twice as much as one built in the University Area. In Wimauma, which is 30 miles from downtown Tampa, the fee would be three times higher than in Brandon.

Paying the bill
Here’s a sample of what builders would pay, on average, for a single-family home. These figures do not include other impact fees.

  • University Area: $6,853
  • Brandon: $13,738
  • New Tampa: $15,164
  • Lutz: $15,464
  • Wimauma: $39,752
